      Intergovernmental relations and the local government fiscal framework Introduction South Africa has an intergovernmental system that is based on the principle of cooperation between the three spheres of government – local, provincial and national. While responsibility for certain. that intergovernmental relations can be regarded as a practical instrument for ensuring co-operative government in the delivery of services by the three spheres of government. This study therefore seeks to establish if intergovernmental relations in South Africa, with specific reference to the City of Tshwane Metropolitan Municipality.

      In this book Professor Roy Bahl traces the history of the tax reform in China and evaluates its impact. The reform was the most systematic and comprehensive restructuring of China's revenue system. It covered the country's tax structure, tax administration, central-provincial fiscal relations, and provincial-local fiscal : Roy W. Bahl. It then considers the issue of the optimum size of authority for each of these functions and the appropriate number of tiers of authorities to have. Finally, it examines the issues of vertical and horizontal fiscal relations, both of which arise in the context of multi-level government.
